On ticket.melon.com, the "회원가입" (sign up) link goes straight to accounts.kakao.com: every Melon account is a Kakao account. Once your Kakao account exists, high-demand sales (comebacks, fan meetings) can still require Korean identity verification through the PASS app, which needs a Korean resident registration number. Check the event page for "본인인증" (identity verification) before counting on a spot.
